This paper discusses several aspects of ITS planning in China. Firstly, this paper presents the planning process suggested to follow in China. Secondly, it analyses the relationship of ITS architecture and ITS planning. At last it introduces two aspects from which ITS architecture supports ITS planning. One is that ITS architecture can be used as the content data source for ITS planning. The other is that measuring the closeness degree of application systems supplies a mean to order the will-be deployment ITS application systems. The measured content concludes.
