Programs for EH and EMR Pupils: Review and Recommendations

The four authors are members of the faculty, University of California, Los Angeles. The project was carried out through the university’s Special Education Research Program, Contract 4730, between the University of California and the California State Department of Education. This is the second part of a two-part article. ~ N ORDER TO ANSWER some basic questions about EH and EMR programs and pupils, a comprehensive statewide study was conducted in 1972 under the auspices of the UCLA Special Education Research Program. The study involved collection of data from 24 representative California school districts, districts. selected in terms of size, ethnic representation, school district organization, and geographic location. The sampling design resulted in selection of 1,366 pupils enrolled in EH or EMR programs, and 286 teachers, 175 in EH and 111 in EMR.
