The invention provides a safety interlocking device for flow by a throttle lever angle and the engine rotating speed. The safety interlocking device comprises an engine, a throttle lever, a programmable controller and a solenoid valve, wherein the engine, the throttle lever and the programmable controller are connected to form a closed cycle, and the solenoid valve is connected with the programmable controller. In an engine testing system, interlocking of the flow is achieved through the throttle lever angle and the engine rotating speed, and along with the changes of the throttle lever angle and the engine rotating speed, automatic switch control over the large flow, the medium flow and the small flow of fuel is achieved through the programmable controller; thus, the safety of engine testing is improved, the repeated engine testing rate is reduced, and the testing efficiency of a testing bed is improved.
