Society's dependence on electrical energy, communications and information technology is increasing. At the same time users, both industry and households, have overconfidence in technical infrastructure functionality and little preparedness for outages in the power network [1]. An interruption in the power system can have many causes: adverse weather, technical faults, operational problems, and vandalism. Adverse weather may cause transmission line outages while technical faults and operational problems usually only affect local distribution.
