The major challenges, faced by modern wireless communications, originates from the fluctuating feature of the available spectrum, as well as the diverse QoS requirements of various applications. Intelligent resource management can address these challenges to realize a new network paradigm. The traditional radio resource management (RRM) is applied to provide qualified service for wireless terminals to fully improve the utilization of wireless resources by dynamically allocating and adjusting the available network resources, especially in the situation where network traffic is unevenly distributed and the channel characteristics fluctuate due to channel fading and random interference. The RRM includes admission control, channel allocation, switching, load balancing, packet scheduling, power control and so on. However, future challenges are coexistence of various heterogeneous wireless networks, which will lead to the traditional RRM inferior. So, Dynamic Spectrum Management (DSM) and Joint Radio Resource Management (JRRM) and Dynamic Spectrum Access (DSA) are proposed.
