To meet increasing capacity demands in mobile radio networks Decode-and-Forward (DF) Relay Stations (RSs) have been proposed. In our work we investigate the potential of low power DF-RSs to increase the Cell Spectral Efficiency (CSE) under rate fair scheduling. We introduce a model based on simulated-annealing to find optimal position and antenna height for DF-RSs in a cellular network. The results show that three small-sized low power DF-RSs per cell (sector) that operate simultaneously almost doubles the CSE compared to a network without RSs.
