Study on Construction and Procedure of Anti-terrorism Kidnapping Emergency Command System

Emergency command is the neutral system of emergency enforcement from all sides force,and is also the core and soul of overall anti-terrorist operation.Scientific and reasonable terrorist kidnapping emergency command system is an important guarantee of realizing efficient and stable control.In the light of characteristics of our terrorist activities,anti-terrorist armed forces system,policy and guideline of anti-terrorist struggle,when dealt with terrorist kidnapping hostage,we should set up a fixed,forcible,authoritative anti-terrorist organization and command system which is able to give centralized direction and coordinate efforts from all sides.Terrorist kidnapping management system is an artificial control system,in which the management process should be mediated by systematic project methods,police command center as the platform,carried out in accordance with the procedures of receiving case,setting out,starting emergency and rescuing operation and so on.
