Walking is a fundamental component of all transport, the importance of which may be easily ignored by traffic engineers and the general public. The importance and potential of the pedestrian and bicycle modes in urban transport owes as much to broader considerations such as social, recreational, environmental and energy issues as to the technically accepted criteria of safety, levels of service, delays or person throughput. This section is concerned with the design of facilities for pedestrians, and addresses some relevant and practical aspects of design from the viewpoint of the traffic engineer.
