Abstract : Why do the hundreds of billions of dollars spent annually in the United States on technology to improve the productivity of individuals and groups appear to have so little impact on the productivity of the organizations in this country? Why are increases in individual produc- tivity not reflected in measures of organizational productivity? These and related questions frame the productivity paradox addressed by this report. The position of the Panel on Organizational Linkages, a study panel convened by the National Research Council, is that the answers are to be found in a better understanding of the linkages among indi vidual, group, and organizational productivity.
