A developmental approach to urban transport planning

The "developmental approach" to urban transport planning advocated here for Indonesia and elsewhere, argues four important points. Firstly, there is a critical need for more normative directives to be injected into urban transport planning exercises both because of the "conceptual disarray" that it is believed currently prevails in the field, and also because of the weak direction offered by many city planners for transport development. Secondly, the movement towards disaggregation in travel demand analysis and forecasting needs to be extended to the whole of the urban transport planning exercise and to the planning response itself. Thirdly, it is long overdue to acknowledge formally that urban transport warrants a more "open approach" to planning than has hitherto been the case. Fourthly, areas of conceptual and practical concern which remain unclear have to be treated with caution.
