Method of managing user equipment capabilities

A method of managing terminal capabilities is provided to limit an operation of a network entity in a message directly related to a corresponding layer, thereby guaranteeing independence between an AS layer and an NAS(Non-access stratum) layer. A terminal transmits an RRC(Radio Resource Control) connection complete message to a base station. The base station transmits an NAS service request message and an NAS value tag to an MME(Mobility Management Entity) by using the first S1 control message. The MME determines whether the terminal capabilities are recyclable when there are stored terminal capabilities. The base station receives the second S1 control message. The base station performs an initial security activation procedure. The base station performs an RRC connection reconfiguration procedure. The base station transmits the third S1 control message to the MME.
