Emergency Minimum Service Standards (EMSS) must be arranged and obeyed by hospitals as an administrative requirement for Local Government Agencies. Hospitals are required to demonstrate their accountability by fulfilling the MSS.
Conventional data management has numerous weaknesses, besides require long time process, the accuracy is also less acceptable due to the possibility of a huge error. In addition, data and information storage in the form of softcopy in excel programs, paper forms and reports in different places have an impact on the difficulty to find the data and vulnerable of losing data and information. Therefore, there is a need of information technology support to simplify and speed up the collecting, processing, and presenting EMSS data to produce accessible, complete, fast, and accurate information. This study aims to plan the reporting of information technology-based EMSS.
To describe the planning of technology-based EMSS reporting system, the researcher used a descriptive research with a qualitative approach. The research was conducted in B class hospital in the Special Region of Yogyakarta (DIY).
The results of needs identification indicated that the development of a Web-based EMSS reporting system in B class regional hospitals in the Special region of Yogyakarta was required. Users were accustomed to use computers and Management System. In addition, software and hardware were available to support the development of a web-based system. A Return of Investment value of 98.3% was obtained, meaning that B class regional hospitals in the Special Region of Yogyakarta were feasible to develop a web-based EMSS reporting system.
