Actuality analyzing and countermeasure research on the R&D personnel of Tianjin colleges

The colleges are important in the RD of Tianjin. After analyzing RD personnel data of Tianjin colleges in 2000, the article find that there are many problems such as the RD personnel is insufficiency, too fluid, too separate and lack of outstanding meritocracies etc. The article also provides the corresponding countermeasure and measures.
