The invention claims an equipment position or communication time organization group-based communication method and an equipment position or communication time organization group-based communication device. The method and the device comprise that: the combination of the position and time of an apparatus according to a certain rule is defined as different scenes; the apparatuses near the gathered spatial positions in different scenes are organized into a group according to certain judging criterion, and the information of the group is provided for the apparatuses according to the requirements of related apparatuses so as to provide convenience for further development of group related communication. The group related information includes (but are not limited to) broadcast, multicast, unicast, search and the like of the information. The communication resources are allocated according to the spatial or temporal relativity of the position of the apparatus so as to meet the communication requirements in the local space by utilizing the resources of the local space and to coordinate the resource allocation with other groups for improving the effectiveness or reliability of information communication of the groups.
