The invention provides a cooling and electric agglomeration device. The cooling and electric agglomeration device comprises a housing, an ionization assembly and a heat exchange assembly, wherein an inlet and an outlet are formed in the head end and the tail end of the housing respectively, so that a gas needing dust removal is capable of flowing in from the inlet and flowing out from the outlet; the ionization assembly is arranged in the housing and used for electrifying particles in the gas in the housing; and the heat exchange assembly is arranged in the housing and used for cooling the gas in the housing. The cooling and electric agglomeration device provided by the invention is capable of realizing flue gas cooling and dust agglomeration simultaneously, and capable of promoting an agglomeration effect, reducing the specific resistance of dust, reducing an electric field wind speed of a subsequent electric dust remover, increasing the dust removal efficiency of a system, and remarkably improving the comprehensive performance of the agglomeration device.
