A channel allocation method, device, base station, and system. The method comprises: a base station, according to distribution intervals of SACCH frames in a measurement period, divides the frames in the measurement period into subframe groups, among which there exists at least one subframe group the frames within which all correspond to the SACCH frame of the same interference call of the various interference calls; the base station acquires the maximum value of the average values of an interference level of the interference calls in the subframe group; and the base station sends the maximum value to a base station controller, so that the base station controller allocates channels for new calls according to the maximum value. By means of the embodiments of the present invention, deviation between a calculated interference level and an actual interference level under a DTX mode can be reduced, so that precision of the channel allocation is improved.
