New optimization and management services for 3G wireless networks using CELNET Xplorer

The increase in complexity of managing new third-generation (3G) data services has led many carriers to focus on new service technologies for optimizing their networks. A particular need exists to have new services that allow apportionment of more network resources for high-speed 3G data while maintaining voice quality. In this paper, we describe a new service based on Cellular Network Explorer (CELNET Xplorer), a non-intrusive tool designed with advanced measurement, analysis, and optimization capabilities for 3G1X, EV-DO, and Universal Mobile Telecommunications System networks. CELNET Xplorer enables service providers to optimize voice and data performance for any group or class of mobile users in the network. Its advanced capability includes temporally and spatially correlated real-time measurements and analyses within a user population. CELNET Xplorer has been used in commercial networks to perform a variety of services and can be used to dynamically balance load changes associated with different data applications.
