The monitoring server comprises a vibration signal receiving unit used for receiving standard signals of horizontal vibration and a horizontal amplitude computing unit which is connected with the vibration signal receiving unit and used for calculating the amplitude of wires between the two spacers according to the standard signals of horizontal vibration. Therefore, the problem of monitoring the subspan oscillation in high-tension transmission lines is resolved.
