International comparison of background concept and methodology of transportation project appraisal

Methods of project evaluation differ among each country due to their distinct histories of the development of theory and practical application. Transportation researchers/practitioners might benefit by comparing these methods and determining the implications from various points of view. This paper describes in a comparative manner different aspects pertaining to systems and methods of project evaluation including: existing institutional set-up of the various components of the transport sector; the existing system of transportation project evaluation, some related research, and policy directions; and the primary project evaluation tools together with other related guidebooks or manuals used in evaluating a transportation project.
