The purpose of this article is twofold. It documents trends in travel and modal-split for trips into the Manhattan CBD since World War II. Second, it identifies factors that may have affected overall travel demand as well as the choice between the automobile and mass transit. On the basis of that analysis, various public policies are examined that would mitigate congestion and pollution problems arising from high levels of motor vehicle use in New York City.
