Cognitive over-the-horizon radar

Combined the characteristics of skywave over-the-horizon radar with the concept of cognitive radar, cognitive over-the-horizon radar (COTHR) becomes an important development approach of over-the-horizon radars. Integrating multitasking requirements with real-time dynamically sensing to propagation media--the ionosphere, COTHR assigns intelligently the missions and resources, achieves the best detection. In this paper, the definition of COTHR has been proposed firstly. And the characteristics of COTHR, including environment sensing, continuously iteration, and spectrum management, have been discussed in detail. Finally, some key techniques have been addressed.
