EVALUATION OF AN IMPLEMENTED AVM SYSTEM

Presents an evaluation of the FLAIR (Fleet Location and Information Reporting) Automatic Vehicle Monitoring (AVM) system used by the St. Louis Metropolitan Police Department. The evaluation focuses not only on the FLAIR system, but on the concept of AVM, including the benefits, problems, and economics of AVM systems.
