Cognitive network resource management system and management method

The invention discloses a system for managing cognitive network resources and a management method. The system comprises three layers of management entities: NRM, RNRM and TRM, and utilizes a GPRS network to realize information interaction among the management entities. Th resource management comprises the following steps: a terminal is newly added to intercept a GPRS broadcast channel of an initialization phase to obtain RAN configuration information; the terminal selects RAN register according to the RAN configuration information; the connectivity of the terminal in a dormant state is checked at set intervals; if communication is needed, the terminal enters a middle phase of running; RNRM obtains relative information, and obtains a RAN reconstruction strategy and a RM strategy; NRM utilizes a the RAM reconstruction strategy to control network reconstruction; and TRM obtains the needed RM strategy and history information to finish terminal reconstruction. The invention relizes layering distribution type management of resources by introducing RNRM; the GPRS network technology is utilized to realize the information interaction among the management entities; and combination of local optimization and whole optimization is realized by predetermining user actions, and the invention can be used for management of the cognitive network resources.
