This volume reports the results of the first phase of the Civic Education Study conducted by the International Association for the Evaluation of Educational Achievement (IEA). Experts within each nation examined what 14-year-olds are expected to know about democratic practices and institutions. Each chapter in this volume provides a summary of a national case study and highlights pressing issues or themes of importance within civic education. Findings from Phase 1 were the basis for the design of the student test and survey administered during the second phase.
