기후변화대응으로서 폐지재활용에 관한 고찰

It is now well-known that wastepaper recycling means saving wood that, otherwise, should have continued to accumulate carbon in forest, saving energy in pulping process, and reducing carbon dioxide emission. Most developed countries encourage more recycling of wastepaper by allowing funds for developing recycling system and technology. Korea is now trying to implement ‘carbon money system’, that is a noble wastepaper collection system proposed by KIGAM (Korea Institute of Geoscience and Mineral Resources), initially to ‘Pyeong Chang 2018’, a winter olympic event. In carbon money system, collected recycled paper is compensated as much as the equivalent value of supplying papermaking raw materials and reducing carbon dioxide emission. In-situ PCC system, that improves recycled fiber optical properties, was selected as the eco-friendly and carbon reducing technology in the implementation of carbon money system. South asian country industry showed their interest in Korean wastepaper recycling technology including insitu PCC system, and government authorities made request to UNFCCC for implementation of the Korean recycling technology through NDE (National Designated Entity) - CTCN (Climate Technology Center Network) mechanism.
