Consideration is given to the structured decision process employed by the design engineer in selecting from a wide range of available physical, electronic, operational, and procedural countermeasures during initial and subsequent system design phases. The countermeasures selection process is examined, along with countermeasures selection and integration. Facility-specific countermeasures are examined. Finally, a discussion is presented of countermeasures cost-effectiveness.<<ETX>>
