Constraints On Administrator Discretion

Analysts and the electorate have developed two perspectives about political administrators, such as mayors. One view emphasizes the leadership role of the administrator as the initiator and promoter of programs important to the city’s welfare. In this view, the mayor is seen as an important influence on city government. Sucb a perspective is a logical component of the belief in public accountability and in the effectiveness of individual political action.
