Constructing symmetric nonnegative matrices

We construct a symmetric matrix N having specified eigenvalues λ1 ⩾ λ2 ⩾ ⋯ ⩾ λ n , and give conditions on the {λ1) that N be nonnegative. The construction depends on the eigenvector x belonging to the maximal eigenvalue λ1.
