Assessing the Benefits and Costs of Intelligent Transportation Systems: The Value of Advanced Traveler Information Systems

With an Advanced Traveler Information System (ATIS) each traveler individually, and the road network as a whole, could be made more productive if travelers were informed in real-time about the best available route between their current location and their destination. The authors develop an ATIS typology of traveler information technologies. The question of whether traveler information is a public or private good, and thus who should provide it, is examined. Some possible sources of information are considered, in particular vehicle probes, to see how accuracy of the system varies with the number of probes. The authors then qualitatively discuss some problems with traveler information systems. A model is developed and applied to some stylized cases. The effects of traveler information and some consequences for public policy are discussed.
