The Sustainable Development by Integrated Land Use Planning Based on Remote Sensing and GIS

According to the Sino Germany International Cooperation Project:"the Sustainable Development by Integrated Land Use Planning (SDILUP)"of Jiangning county,FCM (Final Classification Matrix) approach was used.The core idea of the FCM approach is to classify each small lot of land (e.g.at the hectare level) with regard to its double values derived from its "ecological value"and from the"socio economic needs"to which it is exposed in a concrete situation. The techniques of remote sensing and GIS were used to establish the spatial database,which have direct implications on data requirements of FCM approach.In this paper,some comprehensive methods and techniques of extracting information,especially an improved method of land use/land cover classification using SPOT images and ancillary data were described and tested.In classification,the SPOT data and digital elevation model were tested using MLC clustering.Incorporation of slop data was found to be able to improve the classification accuracy.The study also puts forward techniques of screen display editing to produce land use maps.
