In this report, the authors present a procedure developed jointly with the Institute of Transport Science at Aachen University which is applied at DB Netz for establishing what proportion of the railway capacity throughout the whole of the network is accounted for by framework contracts and also for verifying the 75% target laid down in § 13 (2) of the German regulation on the use of railway infrastructure (EIBV). The new procedure is based on the UIC Code 406 document on "capacity management". Methodological further development was necessary, in particular, as regards the required differentiation between those train movements that are subject to framework contracts and those that are not. It also emerged that it is necessary to introduce concatenation clusters in order to be able to deal correctly with long stopping times needing shortening and train movements in opposite directions.
