Efficient rate control algorithm for H.264 based on scene change detection

Since the H.264/AVC encoder uses a fixed length of group of picture(GOP),it cannot carry out efficient rate control when scene changes occur,resulting in quality degradation in subsequent frames.An adaptive rate control algorithm with a fast scene change detection(FSCD) scheme was developed to improve the coding efficiency when a scene change was detected,the current GOP was terminated,and the bits allocated to the next GOP were modified.Simulation results show that the algorithm substantially mitigates the negative influence of scene changes on the following frames with the reconstructed video quality greatly improved at 0.3—0.5 dB.
