Issues in Outsourcing

Abstract : Panel discusses the history of outsourcing in the military, starting in the Eisenhower Administration. The Navy must re-assert its control over the entire shipbuilding acquisition process and reduce reliance on contractors. It comes down to the questions: 1) When and what should be outsourced? and 2) What is the right level of government participation and control of outsourced work?
