The invention discloses a method and system for coordinating and scheduling frequency band resources in a cellular network. The method comprises the following steps of: classifying user terminals into UE-CO (User Terminals to be Coordinated) and UE-NCO (User Terminals not to be Coordinated) according to the quality of a channel; dividing frequency band resources into a plurality of equal frequency bands, and determining the starting point of each frequency band; measuring the average value of receiving power RSRP (Reference Signal Receiving Power) of each sector in the periphery by using the UE-CO, determining the maximum interference source, and allocating the frequency band resources according to the maximum interference source; assuming that the maximum interference source of the UE-COis eliminated, and calculating the rate gain value delta C increased by a user by a base station accessed to a cell; and when the rate gain value delta C is greater than a preset threshold, sending arequest for coordinating interference to the base station in which the maximum interference source isby using the UE-CO, and simultaneously reporting the quantized delta C'. The invention can increase the throughput of users in the edges of a cell and the total throughput of the system by less data exchange, and is helpful for improving the effectivity and the justification of the system.
