Disclosed are a resource scheduling method, a terminal, a base station and a system. The method comprises: receiving a remote user terminal side link buffer status report transmitted by a remote user terminal; adding identification information about the remote user terminal in the remote user terminal side link buffer status report; transmitting the remote user terminal side link buffer status report to a base station; and forwarding, to the remote user terminal, a side link resource allocated to the remote user terminal by the base station according to the remote user terminal side link buffer status report. Thus, allocation of a side link resource to a remote UE by an eNB is realized via a relaying UE, that is, device-to-device (D2D) communication between remote UE groups out of a network coverage range is realized.
