By means of adopting statistical information of a first frequency band service and a second frequency band service in the Nth adjusting period, service performance of every frequency band service in the adjusting period can be acquired; on the basis of the statistical information and QoS (quality of service) requirements needing to be met by the two frequency band services, a second proportionality coefficient of time slots, occupied by the two frequency band services, in the (N+1)th adjusting period can be determined, switching between a first access and a second access in the (N+1)th adjusting period can be controlled according to the determined second proportionality coefficient, and thereby quality requirements of the two frequency band services can be met as far as possible and service quality can be improved.
