A Quantitative Study on the Transformation of Scientific and Technological Achievements Policy in China's Central Subordinated Universities: A Perspective from the Bayh-Dole Act

The Bayh-Dole Act provides a good learning model for the transformation of scientific and technological achievements. In 2015, China revised "the Law to Promote the Transformation of Scientific and Technological Achievements in People's Republic of China" to try to improve the status of domestic technological transformation. This paper studies on the transformation of scientific and technological achievements policy in China's central subordinated Universities, divides the policy of each university into four categories, five levels. After detailed analyses about policy text content, comparing with the existing laws and regulations, drawing on the successful experience of Bayh-Dole Act, we put forward relevant policy recommendations that support the policy-making of the authorities.
