The paper proposes a seamless connection control (SCC) scheme for service interworking between cdma2000 and WLAN by a method in which a terminal drives handover. We need a method to provide service continuity without disconnection in spite of changes of access node according to the mobility of the terminal between different kinds of networks. This method requires a capability to change the channel connection while maintaining a state of data transmission. We aim to develop a method to maintain the state of data transmission and seamless changes of transmission channel by controlling the channel change by a mobile if the signal satisfies a critical condition having measured the strength of the radio signal at the mobile. Having applied the mobile controlled soft handover developed using a system consisting of cdma2000, WLAN, and LAN and compared it with an existing hard handover method, we present the results.
