1. A Very Pragmatic Introduction I t is a very great pleasure for me to have been invited to this conference and to speak in this opening session. When I accepted the invitation, I was sure that some historical background probably prompted the choice of the organizers, as this conference and its title have some specific relations to the town of Vienna and to the country of Austria, where I come from. Let me explain.
