Education and Democracy

By the time I read this remark, reprinted in the Education Gazette, I was well into the preparation of this paper, and so I decided that, common or not, an­ other piece of such criticism would have to be inflicted on a helpless public. When I read the next sentence, though, I was ready to give up the attempt, for Mr. Bar­ ter went on to tell his audience that he was able to deny that Australian education was poor or even worse and, he continued, that he could:
