Underground Public Pedestrian Facility involved not only function of protection and guidance, but also of shopping. However, recently it has declined because of a shift of consumer’s style within not store retaining such as internet home shopping, and improved life qualities. It needs to have a special back up plan following two reasons: one is that physically it is severe deterioration because it did not to foster re-modeling and regeneration project among Underground Public Pedestrian Facility were completely built before 2000s; the other is that there are highly rick accidents by its deterioration. For those of problems to solve positively, municipality is trying to increase the reproductive industries of Underground Public Pedestrian Facility, but even though measures of its deterioration are necessarily, it could not work well when industries budgets are not enough because it is working only for commerce benefits. Thus, this research was decided to investigate the specific project of the re-productive project under Underground Public Pedestrian Facility proceeded different local areas for regeneration of Underground Public Pedestrian Facility, make structured questionnaires, reasons out detailed indexes were influenced toward re-activation of Underground Public Pedestrian Facility, users have thought, through analysis, and suggest the establishment of priority of specific industries and directions for re-activation. The population group of this study was established Jinju Jungang Underground Shopping Street in JinJu city. The method of study compared current quantities of people’s passing of information from field gate’s measurement and past quantities of people’s passing, then analyzed level of decline, conducted survey of users, and made conclusion the consequences of impact of sources to Underground Public Pedestrian Facility reactivation through multiple regression analysis as SPSS 21.0. Therefore, it found the reasons of decline people have felt and direction of reproduction, and suggested its direction about Underground Public Pedestrian Facility.
