Prediction and evaluation of building energy consumption are usually based on energy consumption of per unit floor area per year. Considering the factor of human in building energy consumption , the concept of the Per Capita Building Energy Consumption Occupied Space(PCEOS) was proposed for the index of building energy consumption, which means that building energy consumption is essentially the energy consumption of human in buildings and it can reveals not only building energy consumption but also energy use equity. The relationship between the population density and the energy consumption was analyzed in the paper. The method to evaluate building energy consumption as well as function and significance of the PCEOS was proposed .
