Properties of Optimal Allocations of Resources According to a Fractional Objective

A resource allocation problem with a cost-effectiveness objective is considered. A set of linear inequalities is derived for the determination of the set of optimal allocations. Allocations that are not uniquely determined form a pattern of links or cycles. Uniqueness criteria are given.
