The autonomous ability of agent-based simulation is an important content to improve the fidelity and credibility of the process of combat simulation test. In this paper, a decision-making model of CGF (computer generated force) behavior based on fuzzy BDI (belief-desire-intention) is proposed. By analyzing and fuzzifying the threat degree of input information of virtual simulation environment, the diving factors of mental change in BDI model generate a new force meta-behavioral combination as the next behavior strategy of force unit, which make this simulation agent adapt to the dynamic changes of the complex environment in the combat simulation, and realize the organic combination of the combat unit and the simulation system. The feasibility and effectiveness of this method are illustrated by simulation.
