In this paper we examine the performance of fixed hierarchical routing and dynamically controlled routing in metropolitan/wide-area voice networks under overload conditions. We use results obtained from our telephone network simulation system to show, for 2-level fixed networks and their dynamic counterparts, that fixed routing performs better under overload conditions than does dynamic routing.
