Cidades que crescem horizontalmente: o ordenamento territorial justo da mudança de uso rural para urbano Cities with horizontal growth: fair territorial planning of rural-urban use change

Brazilian planning policy permanently faces the challenge of managing territories that convert rural into urban land as the outcome of urban growth. In the 80s, Brazil experienced demographic change and concentration reversion processes in major cities, which were associated with deconcentration and changes in the industrial development and with the emergence of new condominium housing forms. These cities’ horizontal growth raises the need of new planning strategies towards the creation of including and qualified urban territories in a preventive manner. This article debates the odds in using the Brazilian law to manage for such management focusing on the Award with Costs of Alteration in Use instrument, and proposes new planning instruments, such as urban growth plan.
