A continuous hydraulic availability relationship is presented which more realistically models minimum pressure requirements for water distribution systems. This relationship is used in a minimum cut set framework to define nodal and system availabilities including pipe, pump, and valve failures during static steady state demands. The availability measures have been incorporated in a least cost optimization model which is significantly faster than the model of Su et al, which used a discrete availability relationship.
