This report summarizes the results of a major transportation research study that was performed for the Netherlands Ministry of Transportation, Public /Works, and Water management by the European-American Center for Policy Analysis (EAC), which is a part of RAND. The study, called Freight Options for Road, Water, and Rail for the Dutch (FORWARD), examined the benefits and costs of a board range of policy options for mitigating the negative impacts of the expected growth in road freight transport while retaining the economic benefits. The study was carried out during the two-year period from the end of 1992 through the end of 1994. A complete description of the research carried out on the FORWARD project is contained in this report and two supporting volumes.
