The Federal Role in Terrorism Insurance: Evaluating Alternatives in an Uncertain World

What are the Terrorism Risk Insurance Act's effects on the market for terrorism insurance? What would be the effect of enhancing provisions for nuclear, biological, chemical, and radiological (NBCR) attacks?
