Although major EMC systems involve substantial capital investment, some have not been based on effective program plans. Little attention was given to actual needs, including those projected for the future which affect concerns relating to the expandability of systems and functions which they can be made capable of performing. Some EMC applications were not integrated into overall building energy management programs, to minimize duplicated effort and capital expenditures, while maximizing energy conservation.
